2-45-047 Proposals affecting zoning or land use planning.
   Prior to approval or passage by the City Council, all proposals affecting the zoning or planning of the City shall be referred in writing by the departments, City Council committees or agencies originating or having charge or jurisdiction of such proposals, to the Commissioner and Plan Commission for study, recommendation and report.
