Any utility shall immediately notify the office of an actual or imminent breakdown and/or interruption of service which does or could constitute a danger to the health, welfare and safety of the citizens of the city. Upon receiving such notification, the office shall in turn immediately notify the departments of police and fire. For purposes of this section, the term "utility" shall mean any privately, publicly or cooperatively owned entity that produces, transmits or distributes heat, cooling, light, power, water, sewage or telecommunications, or any substance (e.g., gas, steam) used to produce any of said services, within the city.
