Upon the completion of his investigation of the tests and data submitted, the building commissioner shall report to the committee on standards and tests the results of such investigation and recommend whether or not the use of such materials, methods, systems or arrangement of materials for construction should be permitted in buildings erected under the provisions of this Code. Such recommendation shall be in writing and shall set forth the reasons relied upon in making such recommendation.

If, on consideration of the report and recommendation of the building commissioner, and on the basis of such further investigation as it may deem necessary, the majority of all the members of committee on standards and tests shall determine that such materials, methods, systems or arrangements of materials for construction are satisfactory for use in buildings constructed under this Code, it shall certify this fact to the building commissioner, who shall record such certification in the records of the building commissioner. The committee may, in its judgment, also submit such recommendations as it deems necessary to the city council.
In addition the committee on standards, upon the request of the building commissioner, is empowered and authorized to make such other analysis of recommendations of combinations of materials of standard practice in the building industry, and of mechanical equipment, devices and appurtenances relative to building construction and maintenance, and the procedure, testing and regulations as otherwise outlined in this chapter shall apply.

Wherever in the building provisions of this Code materials used in construction, methods of installation, fire tests of materials, or other building operations are required to conform to or be at least equal to the standard specifications of materials or of practice, standard tests of materials, fire tests of construction or of materials, or any other standard specification requirement recognized and accepted by a federal or nationally recognized technical organization, or national board of fire underwriters, and the specifications or tests of the bureau or society has been identified in the building provisions of this Code by the designation of the said bureau or society and the date of its publication, the said documents, or so much of them as are adopted by the building provisions of this Code, are hereby declared to be a part of the building provisions of this Code the same as if the specifications, regulations or tests were herein fully set out; and it is further provided that authenticated copies of said documents shall be kept on file in the offices of the city clerk and the building commissioner.

All building materials shall be of a quality to meet the intent of the building provisions of this Code, and shall conform to requirements promulgated as rules by the building commissioner in accordance with the powers delegated to him by this Code.
Except as hereinafter specified for particular materials, every material permitted to be used in buildings or structures in the city shall meet the standard performance specifications for that material as prepared by the American Society for Testing Materials and as adopted by that society, as a standard in 1958. Where such standards require acceptance tests for the determination of the performance and properties of material, proper evidence of the making of such acceptance tests shall be submitted to the building commissioner upon request from him. Where in this Code some other standard of performance is set up for any particular type of construction, the same shall take precedence over the said standard of the American Society for Testing Materials, but any standard requirements of the American Society for Testing Materials not in conflict with the same shall remain in full force and effect.

Workmanship in the fabrication, preparation, and installation of building materials shall meet the intent of the building provisions of this Code, and shall conform to generally accepted standard practice or performance requirements promulgated as rules by the building commissioner in accordance with the powers delegated to him by this Code.
