(A) No license shall be issued until the fees as set forth in this chapter or in other chapters of this code shall be paid by the applicant to the City Clerk.
(B) No license fee shall be required from any person or entity exempt from payment of the fee by state or federal law. All local religious, fraternal, civic, veteran, or recreational organizations shall be exempt from any fee required herein.
(C) A waiver by any non-local religious, fraternal, civic, veteran, or recreational organization may be received from the City Manager upon application in writing. A response by the City Manager shall be made within three days of receipt of such written application. Such persons or entities shall comply with all other provisions of this code. The City Clerk shall, in all such cases, issue to such persons or entities licenses which are clearly marked as to the exemption and the reason therefor.
