303.02 APPLICATION TO VEHICLES UPON STREETS AND HIGHWAYS; EXCEPTIONS.

   (a)   The provisions of Part Three - Traffic Code of the Codified Ordinances of the City of Charles Town relating to the operation of vehicles refer exclusively to the operation of vehicles upon streets and highways (as such terms are defined in Section 301.40); except:

      (1)   Where a different place is specifically referred to in a given section.

      (2)   The following provisions of the Traffic Code shall apply upon streets and highways (as such terms are defined in Section 301.40) and upon subdivision streets used by the public generally, regardless of the party who maintains such subdivision streets:

         A.   Chapter One, Article 303 (excepting Section 303.02)

          B.   Chapter One, Section 305.01

         C.   Chapter Three

         D.   Chapter Five (excepting Articles 334, 347, 351, 353, and 355)

         E.   Chapter Nine
