(a) The City Manager shall place and maintain such traffic control device as he deems necessary to carry out the provisions of the Traffic Code. All traffic control devices shall conform to the State manual and specifications.
(b) During any emergency declared as such by the City Manager, the Manager may regulate or prohibit traffic over any street, alley, road, avenue or driveway.
