17.56.060 Electric vehicle charging spaces and design standards.
   A.   Electrical vehicle charging spaces. When parking facilities are required by this code, spaces restricted to electric power vehicles are encouraged to be provided in conformance with this section. A restricted electric vehicle parking area shall consist of parking spaces and infrastructure associated with electric vehicle charging. Parking spaces provided for electric vehicles shall be counted in meeting minimum parking requirements.
   B.   Number of electric vehicle charging spaces provided. All sites required to provide greater than 25 parking spaces according to Section 17.56.030 are strongly encouraged to provide electric vehicle charging spaces on site. All spaces dedicated for electric vehicles for all developments are encouraged to meet the preferred number of spaces set out in Table 17.56.060.

   C.   Electric vehicle charging infrastructure classifications. The following grade of charging infrastructure shall be provided in conjunction with electric vehicle charging spaces:
   1.   Non-Residential Uses: All charging infrastructure provided shall be 208/40V Level 2 or Level 3 charging stations. No Level 1 charging outlets may be used to satisfy the requirements of this section.
   2.   Residential uses: Charging infrastructure may be provided at any infrastructure class, with a minimum of one (1) space dedicated for a 208/40V Level 2 or Level 3 charging station.
   D.   Electric vehicle parking space design. Electric vehicle charging spaces shall conform to the following design standards:
   1.   All spaces must include a minimum of one outlet, connector or charging station capable of providing sufficient electrical charge to operate an electric vehicle.
   2.   The addition of electric vehicle infrastructure must not reduce the size of the parking space as required in Section 17.56.040.
   3.   Electric vehicle charging infrastructure shall not be placed in a manner which restricts pedestrian movement throughout the site.
   4.   Electric vehicle charging spaces shall meet striping, grading and lighting requirements set forth for non-accessible parking spaces in this ordinance.
   E.   Electric vehicle parking space placement. Electric vehicle charging spaces shall be placed in compliance with the following requirements:
   1.   All electric vehicle spaces must be located on the same site as the principal use.
   2.   Developments providing more than one (1) electric vehicle charging space are encouraged to make spaces contiguous on site to reduce infrastructure costs and improve wayfinding.
   F.   Electric vehicle charging infrastructure requirements. All installed charging infrastructure shall meet the following requirements:
   1.   Charging outlets and connecting devices shall be placed no less than 36 inches and no greater than 48 inches above the ground.
   2.   All cords attached to charging infrastructure shall be retractable or have area to hang cord and/or connector above the ground.
   3.   All infrastructure shall be protected by curb or wheel stop greater than 24 inches from charging infrastructure to protect from vehicle strikes.
   4.   Design of charging infrastructure shall be appropriate with the design of the structures on the site.
   5.   All infrastructure must comply with local and state codes and meet all relevant standards of the Americans with Disabilities Act (ADA).
   G.   Signage and identification requirements. Electric vehicle charging spaces shall be identified utilizing signage conforming to the following requirements:
   1.   Each electric vehicle charging space shall be identified by a sign which clearly demarcates that the space is reserved for electric vehicle use.
   2.   For sites requiring greater than four (4) electric vehicle spaces, wayfinding signage shall be provided to guide users to available electric vehicle charging spaces.
   H.   Electric vehicle charging space parking restrictions. Except when built for a single-family or two-family residential use, electric vehicle charging spaces shall be reserved for the parking and charging of electric vehicles only.
