17.56.030 Parking space minimum requirements.
   A.   Minimum number of spaces required for all residential uses. All residential uses are subject to the minimum parking requirements found in Table 17.56.030.A.
   B.   Minimum number of spaces for all Non-Residential Uses. All Non-Residential Uses are subject to the minimum parking requirements found in Table 17.56.030.B.
   C.   Maximum number of parking spaces provided. Developments, other than Small Residential Uses, shall provide no more than 200% of minimum parking required on site. This provision shall not apply to parking lots existing at the time of adoption of this ordinance.
   D.   Bicycle, scooter and similar alternative modes of transportation parking. Developments, other than Small Residential Uses, shall provide appropriate parking facilities for bicycles, electric scooters and similar types of alternative modes of transportation equal to 5% of the vehicle parking required but in no case less than can accommodate four such vehicles. Provision of said parking shall be in addition to the provision of motor vehicle parking.

One (1) space per 1,000 square feet of outdoor storage, sales and/or display area between 0 -10,000 square feet;

Convenience stores and other retail uses with gasoline service pumps
1 space per 400 square feet of floor area plus two (2) spaces per pump island.

One (1) space per 400 square feet of office floor area;

Food Service and Entertainment

Hospitality and Lodging
1 space per guest room PLUS the required number of parking spaces to support any Ancillary Hospitality and Lodging Uses as specified below.
Uses include: Hotels, motels, bed and breakfast, extended stay properties.
Ancillary Hospitality and Lodging Uses
Restaurants, food service and bars within hotels
One (1) space per 200 square feet of floor area.
Public assembly or conference areas
One (1) space for each six (6) seats based upon design capacity.
Other commercial, service use or office areas
One (1) space per 400 square feet of commercial floor area.
Assembly
1 space per 4 seats provided in facility.
Uses include: Movie theaters, auditoriums, performing arts centers, religious institutions, museums, other assembly and gathering structures.
Manufacturing and Industry
1 space per 750 square feet of floor area (first 20,000 square feet);
PLUS
1 space per 1000 square feet of additional floor area between 20,000 - 100,000 square feet);
PLUS
1 space per 1500 square feet of additional floor area over 100,000 square feet
OR
One (1) space per employee on the shift with the highest number of employees, whichever is greater.
Office space within a manufacturing or industrial use shall be calculated at one (1) space per 400 square feet of floor area.
Building area dedicated exclusively to warehousing/storage within a manufacturing or industrial use shall be calculated at one (1) space per 1,500 square feet of floor area.
Manufacturing or industrial uses with verifiable unique manufacturing characteristics that would require fewer parking spaces than those otherwise required by this table may propose alternative parking ratios, based on the unique characteristics of that industry. Use of the alternative parking standards shall require:
   1. Approval by the Director;
   2. Demonstration that there is adequate room on the site to provide the standard parking required if such parking is needed in the future; and
   3. A recorded agreement between the City and the property owner, verifying that the property owner will provide additional on-site parking, if needed due to future employee and/or customer parking demand as determined by the City.
Warehousing and Distribution Centers
One (1) space per 1,000 square feet of gross floor area for first 150,000 square feet;
PLUS
One (1) space per 2,000 square feet of additional gross floor area between 150,001 and 500,000 square feet;
PLUS
One (1) space per 2,500 square feet of additional gross floor area over 500,000 square feet.
Medical
1 space per 200 square feet of medical clinic
PLUS
One (1) space per in-patient bed.
Uses include: Hospitals, medical clinics, dental clinics, vision clinics, physician/chiropractor/psychiatrist/psychologist/therapist offices.
Recreation
1 space per 250 square feet of floor area and outdoor play field, unless otherwise specified below.
Uses include: Recreation centers, golf courses, court clubs (racquetball, tennis, etc.), dance halls, skating rinks, bowling alleys, other indoor or indoor/outdoor recreation
Special Provisions by Use
