No abatement of charges shall be made on account of the vacancy of any premises supplied with water, unless notice of such vacancy is filed with the Water Department office and the water supply turned off and disconnected by the Water Department. In no case will any abatement be made, unless such premises shall remain vacant for two successive months or more after such notice of vacancy is filed.
