(a) The common pigeon is hereby declared to be a nuisance and a threat to public health and not entitled to the protection afforded nongame birds by Ohio R.C. 1533.07.
(b) The Health Department is hereby directed to destroy the common pigeon, subject, however, to the provisions of Ohio R.C. 1533.07. The Antwerp or homing pigeon, commonly known as the carrier pigeon, shall not come within the operation of this section, provided it has the name of the owner stamped upon its wing or tail or has a band with the owner's name, initial or number on its leg.
