(a) The Director of Public Safety shall provide plastic license tags together with registration cards, which tags and cards shall have numbers stamped thereon in numerical order beginning with number one. Such tags shall be suitable for attachment upon the frame of bicycles. It shall be the duty of the Director to issue to each owner one tag which shall be attached by such owner to the frame of the bicycle, and to issue a corresponding registration card to the owner, upon payment of the license fee provided for in Section 375.04. Such tag shall remain attached to the bicycle for which it was issued during the existence of such license.

(b) The Director shall also keep a record of such registration and give a copy thereof to the Chief of Police.
