(a) Every owner of a bicycle shall list and register with the Director of Public Safety, his name and address, the name of the manufacturer of the bicycle, its number, style and general description.
(b) In the event that the owner of a bicycle is a minor, under the age of eighteen years, then the parent or guardian or the person having the care of such minor or with whom he lives, shall make such listing and registration on behalf of such minor owner.
