All operators of open automobile parking lots operating within the limits of the City are hereby required to spray their lots at various times and frequently enough with any appropriate substance which when applied shall lay the dust and dirt rising from such lots during the times the same are open for business and operation for parking purposes. Such spraying shall be in the manner and quantity sufficient to prevent dust from being dissipated into the atmosphere and around the locality where such automobile parking lots are operated.
