As used in this chapter:
(a) "Open automobile parking lot" means any plat, piece or parcel of land used for the purpose of storing or parking motor vehicles where the owner or person storing or parking such vehicles is charged a fee therefor, or receives free parking by reason of a purchase from the operator of such lot or from having a contract with the operator of such lot; and shall include such places providing overhead shelters that are not completely enclosed.
(b) "Operator" means any corporation, partnership, firm or individual who engages in the maintenance or operation of vacant land or lots which are used for parking, storing or displaying motor vehicles.
