(a) Any owner or operator of a motor vehicle violating any provision of Section 355.02 shall, upon conviction thereof, be fined not less than fifteen dollars ($15.00) nor more than one hundred dollars ($100.00), plus court costs. Payment of the fines shall be subject to the waiver provisions of Section 361.01.
