353.04 SPECIAL PURPOSE PARKING ZONES.
   Notwithstanding any other provision in the Traffic Code or regulation of the Director of Public Safety limiting parking upon any street or highway, the Director is authorized from time to time, for the purpose of meeting the convenience of the public and facilitating the movement of traffic, to establish such number of special purpose parking zones for parking for periods of fifteen minutes, or thirty minutes for vehicles of persons making payments for utility services, taxes, obtaining motor vehicle licenses, banking purposes, postal service and payment of traffic tickets or fines as he may deem necessary. Such special purpose parking zones may be established within or without metered parking areas and parking in any such special purpose parking zone may be regulated by parking meters. All such special purpose parking zones shall be designated by appropriate signs which may be upon the parking meter posts if within parking metered areas, or in the immediate vicinity, and by such marking off upon the roadways, as the Director may deem necessary or desirable.
