No person shall repark within the same block on either side of the street where parking spaces have time limits imposed. A vehicle shall be deemed to be reparked and in violation of this section despite any movement of the vehicle unless the vehicle is moved sufficiently to pass through or across a street intersection. Once a person has vacated a parking space where time limits have been imposed, that person shall not return to that same block face for at least four hours.
