351.21 PEAK HOUR PARKING PROHIBITED.
   (a)   No person shall park or stand a motor vehicle on any street within the City which has been posted as provided herein prohibiting peak-hour parking during the following hours of time:
      Monday through Friday; from 7:30 a.m. through 9:30 a.m., and from 3:00 p.m. through 6:00 p.m.
   (b)    The Director of Public Safety, or his representative, shall designate the streets within the City on which peak-hour parking shall be prohibited and shall require the posting of each street with signs announcing the peak-hour parking prohibition. Signs shall be posted at the intersection of each street so designated and at maximum intervals of 200 feet between designating signs.
   (c)   Any motor vehicles parked in violation of this prohibition may be removed and impounded at the order of any duly appointed officer of the Police Department. Recovery of any vehicle so removed and impounded shall be made pursuant to Section 303.06. In addition, the owner or operator of the motor vehicle in violation of this section shall be subject to the penalties provided in Section 351.99.
