(a) No person shall stand or park a motor vehicle on any street within the City which has been posted in accordance with the provisions of this section with signs announcing the cleaning of such street. Any motor vehicle found parked or standing on any street during the time of the posted cleaning may be removed and impounded upon the order of any duly appointed officer of the Police Department. Recovery of any vehicle so removed and impounded shall be made pursuant to Section 303.06. In addition, the owner or operator of the motor vehicle in violation of this section shall be subject to the penalties provided in Section 351.99.

(b) The Director of Public Safety, or his representative, shall post, on the day prior to the date of cleaning the streets within the City, signs announcing that the street is to be cleaned during the hours of 6:00 a.m. to 6:00 p.m. and that the parking of motor vehicles on the street during such hours is prohibited. Signs shall be visibly posted at the intersections of each street to be cleaned and at maximum intervals of 200 feet between signs along the street.
