No person shall repair an automobile, motorcycle or other vehicle, or install or place any accessory therein upon any public sidewalk, street, alley, avenue or public place. However, nothing herein shall prohibit a person from changing tires or performing minor emergency repairs on any automobile, motorcycle or motor vehicle in any street, alley, avenue or public place.
