351.13 EXPRESSWAY AND FREEWAY; RAMPS.
   (a)    No person shall stop, stand or park any motor or related vehicle on any ramp leading to or from an expressway or freeway nor upon any portion of an expressway or freeway within the limits of the right of way.
   (b)   This section shall not apply to persons or vehicles suffering mechanical failure or other emergencies. However, any vehicle so stopped, standing or parking due to such mechanical failure or other emergency shall be removed from any such ramp right of way with dispatch and in any event within not more than twelve hours following such mechanical failure or other emergency.
   (c)   Any vehicle found standing or parked in contravention to the regulations set forth herein is hereby declared to constitute a nuisance and the members of the Police Department are authorized to abate such nuisance by removing such vehicle by towing it to the City pound and at the expense of the owner of such vehicle.
