No operator of a vehicle shall stop, stand or park such vehicle for a period of time longer than is necessary for the expeditious loading or unloading of passengers in a loading zone. No operator of any vehicle other than one used as a commercial vehicle shall occupy any loading zone. No person shall stop, stand or park any vehicle for a period of time longer than is necessary for the expeditious loading or unloading of merchandise or materials in any place marked as a loading zone, and in no case shall the stop for loading or unloading of materials or merchandise exceed thirty minutes.
