Before holding the public hearing required in Section 1197.06 written notice of such hearing shall be mailed by the Chairman of the Board of Zoning Appeals, by first class mail, at least ten days before the day of the hearing to all owners of lots lying within 300 feet of any part of the premises for which a variance is being requested. Property owners' names and addresses shall be supplied by the applicant.
