Wireless telecommunications facilities shall be permitted as conditional uses in specified zoning districts as hereinafter set forth contingent upon a number of specific conditions and requirements being met. These criteria are enacted in an attempt to minimize any safety, public welfare or visual concerns through buffering, siting, design and construction, and reducing the need for new towers.
