Outdoor lighting shall include all exterior lighting systems except those associated with the following:
(a) Airports.
(b) Emergency lighting provided such lighting is temporary and is disconnected immediately upon termination of the emergency condition.
(c) Fossil fuel lamps.
(d) Temporary residential holiday lighting provided it is illuminated for less than ninety days per year.
