1172.01 APPLICATIONS.
   (a)   Pre-Application Conference: Applicants are encouraged to initiate a pre-application conference with the Planning Director and/or Commission to discuss the conceptual aspects of the proposed development and to prepare and present a conceptual plan. All pre-application conferences are intended to be informal and consist of non-binding discussions that establish a dialogue about the proposed development aimed at creating high quality investment that meet the needs of community and developer.
   (b)   Application for General Development Plan: For any and all development within a Target Investment Zone (TIZ) the applicant shall submit a General GDP in accordance with the requirements set forth in Chapter 1171 of these Regulations. The GDP will supersede any provision of the underlying zones and regulations where the GDP describes or delineates their subject matter. If the GDP does not delineate or describe the subject matter of the regulations for the TIZ, the regulations for the underlying Zone shall apply. If the application is approved, the establishment of the GDP shall permit the applicant to proceed with completion of the development as set forth in the GDP, subject to obtaining site plan approval for the specific uses approved in the GDP. A GDP application including a conditional use shall include an application for Conditional Uses as required by Chapter 1197 of these Regulations.
   (c)   Site Plan Approval: Application for site plan approval shall meet the requirements of Section 1194.10, unless otherwise specified in this Chapter. After the approval of the GDP, no permits shall be issued for uses permitted therein until the Site Plan Review Committee has reviewed and approved site plans for the uses approved in the GDP.
