The intent of these regulations is to ensure that the land within this District develops in a responsible but efficient manner. Due to the proposed mixed-use nature of this area and the variety of land uses that are anticipated, a conventional zoning approach that separates land uses into single-use areas is unworkable and inappropriate for the development and redevelopment of this area. The process and regulations contained within this Chapter allow for a flexible, yet accountable approach to development by requiring a General Development Plan that establishes the preliminary layout of the development area including the locations of buildings, distribution of uses, street and pedestrian network, and open space locations. Following the approval of the General Development Plan by the Commission (and Council), Site Plan applications are to be filed and approved by the Site Plan Review Committee for specific buildings within the General Development Plan. The Site Plan approval establishes the specific development details such as landscaping, building materials and design, grading, and other similar site amenities. To further allow development flexibility, the General Development Plan can be modified or expanded, if necessary, to accommodate development demands or fluctuations.
