The following officials are authorized to prepare, execute and submit the following proclaimer certificates to HUD on behalf of the local public agency in accordance with the regulations, policies and requirements of the Secretary as are in effect from time to time:
(a) The Director of Public Service is authorized to prepare, execute and submit:
(1) Proclaimer certificates relative to the establishment of fair market value for property to be acquired.
(2) Proclaimer certificates relative to technical specifications conformance with local standards or standards necessary to support urban renewal objectives for project improvements.
(3) Proclaimer certificates relative to establishment of fair reuse value.
(4) Proclaimer certificates relative to local public agency staff appraisal land reuse value of fragments of property.
(5) The attached, Division of Urban Redevelopment Policy Governing Real Estate Acquisition which is made a part hereof and attached hereto.
(b) The Executive Director is authorized to prepare, execute and submit:
(1) Proclaimer certificates relative to the establishment of fair market value for property to be acquired.
(2) Proclaimer certificates relative to technical specifications conformance with local standards necessary to support urban renewal objectives for project improvements.
(3) Proclaimer certificates relative to establishment of fair reuse value.
(4) Proclaimer certificates relative to local public agency staff appraisal and reuse value of fragments of property.
(5) The attached, Division of Urban Redevelopment Policy Governing Real Estate Acquisition which is made a part hereof and attached hereto.
