191.10 MODIFICATION OF PLANS.
   An urban renewal plan may be modified by Council at any time. Any proposed modification which contemplates a change in the boundaries of the project areas, a change of the zoning within the project area or any other change which Council determines to be substantial shall not be made until after the Council has held a public hearing preceded by notice all in the same manner as set forth in Section 191.08.
   Council may either approve or reject the proposed modification by a majority vote, and if the proposed modification is approved by Council, it shall become a part of the urban renewal plan. The land use or redevelopment restriction applicable to any land previously conveyed by the City may not be amended without the consent of the property owner thereto.
   A general neighborhood renewal plan may be amended by Council at any time, provided that any such amendment be submitted to the Planning Commission for its written approval or recommendations pursuant to the provisions of Section 191.07.
