(a) Canton City Council hereby levies an annual motor vehicle license tax of $5.00 per motor vehicle upon all motor vehicles registered in the City of Canton pursuant to Ohio R.C. 4504.172, subject to the reductions and exemptions listed therein and contained in Chapters 4503 and 4504 of the Ohio Revised Code.
(b) This license fee is imposed for the purposes of paying the costs and expenses of enforcing and administering said tax, to supplement the revenue available through Chapter 4504 of the Ohio Revised Code, and to provide additional revenue for the purposes set forth in Chapter 4504 of the Ohio Revised Code.
