(a) Any notice or order issued pursuant to this Chapter shall be deemed to be properly served if a copy thereof is:
(1) Delivered personally to an owner of vacant non-residential property, with service completed upon delivery; or
(2) Sent by certified or first-class mail addressed to the last known address of any owner of vacant non-residential property, with service completed upon the date of mailing; or
(3) If the notice or order is returned showing that the mailing was not delivered, a copy shall be posted in a conspicuous place in or about the vacant nonresidential property, with service completed upon the date of posting.
