(a) All vacant structures shall comply with the International Property Maintenance Code and in addition shall meet the following standards:
(1) Accessory and appurtenant structures: Accessory and appurtenant structures such as garages, sheds, and fences are free from safety, health, and fire hazards.
(2) Building openings: Doors, windows, areaways and other openings are weathertight and secured against entry by birds, vermin and trespassers. Exposed metal and wood surfaces are protected from the elements and against decay or rust by periodic application of weather coating materials, such as paint or similar surface treatment. Missing or broken doors, windows and opening coverings are covered in a workman like fashion with at least one-half inch of CDX plywood, weather protected, tightly fitted to the opening and secured by screws or bolts, and which shall be painted to match the adjacent surfaces of the exterior of the building.
(3) Chimneys and towers: Chimneys, cooling towers, smokestacks, and similar appurtenances are structurally safe. Exposed metal and wood surfaces are protected from the elements and against decay or rust by periodic application of weather coating materials, such as paint or similar surface treatment.
(4) Roofs: The roof and flashings are sound, tight, will not admit moisture, and drained to prevent dampness or deterioration in the walls or interior.
(5) Structure Extensions: All balconies, porches, canopies, marquees, signs, metal awnings, cornices, stairways, fire escapes, standpipes, exhaust ducts and similar features are in good repair, anchored, safe and sound. Exposed metal and wood surfaces are protected from the elements and against decay or rust by periodic application of weather coating materials, such as paint or similar surface treatment.
(6) Sidewalk Openings: Yardwalks, steps, and openings in sidewalks are safe for pedestrian travel.
(7) Premises: The premises on which a structure is located is clean, safe and sanitary, maintained free of weeds and high grass not to exceed eight (8) inches, junk cars, and litter, and does not pose a threat to the public health or safety.
(b) In addition to the requirements set forth above, owners of vacant business structures shall also adhere to the following to prevent structures from being a burden to the community and/or a threat to the public peace, health, or safety:
(1) Owners must actively maintain and monitor vacant business structures. Active maintenance and monitoring shall include all of the following:
A. Maintenance of landscaping in good condition;
B. Maintenance of the exterior of the building in good condition, including but not limited to paint, finishes, and immediate repair of broken glass.
C. Immediate removal of all exterior trash, debris, and graffiti;
D. Necessary measure to prevent criminal activity on premises;
E. Abatement of any nuisances as ordered by the City.

F. Maintain compliance with Ohio Fire Code Section 1301:7-7, or the Ohio Building Code Section 4101-1.

(2) Owners must comply with any lighting plans required by the CBO to prevent vandalism, vagrancy, and other crimes. Such lighting plans may include lighting of the exterior of a vacant business structure, its surrounding property, walkways, parking or loading areas.
