The members of the Board of Health shall serve for terms of five years each from the date of appointment and until their successors are duly appointed and qualified. Those first appointed shall be classified as follows: one to serve for five years; one for four years; one for three years; one for two years, and one for one year, and thereafter one shall be appointed each year.
