Any owner, agent, lessor or manager of a building or multi-family dwelling who violates any provision of this chapter or who fails to comply with a lawful order issued pursuant thereto, shall be fined not more than one hundred dollars ($100.00) for the first offense. Each day of a continuing violation shall constitute a separate offense. Whoever violates any provision of this chapter for a second or subsequent offense shall be guilty of a misdemeanor of the fourth degree.
