The Chief Building Official or his designee or their authorized agents are authorized to make or cause to be made inspections of all structures or premises included in the scope of this code and all secondary or appurtenant structures to determine whether such structure or premises conform to the provisions of this code, subject to constitutional restrictions on unreasonable searches and seizures.
