1339.01 CONSTRUCTION REQUIREMENTS.
   Public and private parking lots shall be constructed as follows:
   (a)    Sub-base shall be a minimum of six inches compacted run-a-mine gravel or No. 4 slag with binding.
   (b)    Asphalt concrete base shall be a minimum of three and one-half inches compacted.
   (c)   Asphalt concrete surface or wearing course shall be a minimum of one inch compacted.
