Any person or persons, firms or corporation constructing or causing to be constructed any buildings so near the line of any public street or alley in the City, or any sidewalk on such street or alley or being the owner of any building heretofore constructed, such person, persons or firms or the president, manager or superintendent of such corporation shall forthwith upon the completion of building, cause eave troughs or spouting to be placed along the edge of eaves of such roof so overhanging such streets, alleys or sidewalk, and connect the same with downspouting, all of such size and construction as shall prevent any and all water from such roof from falling on such street, alley or sidewalk and shall at all times, keep such eave troughs, spouting and downspouting in proper repair.
