1335.02 MANNER OF CONSTRUCTION.
   All spouting, conductors or pipes attached to any building for the purpose of carrying off water, other liquids or steam, shall be constructed in such a manner that the flow or drainage of such water, or through a metal tile or other waterproof conductor laid under a sidewalk adjacent to such building, into a gutter in the street. However, when any building is situated upon any street, avenue or alley in which there is no storm water sewer or upon which the sidewalk is not of sufficient height above the gutter in the street so that a conductor can be built under the sidewalk, a concrete gutter may be constructed across the sidewalk from the downspout on such building for the purpose of carrying any water, other liquids or steam across the sidewalk into the street.
