1321.08 DUTIES OF EXAMINING BOARD; TELECOMMUNICATION EXAMINATIONS.
   (a)   The Board of Telecommunications Examiners shall prepare the examinations and examine all applicants for telecommunications contractor's licenses under this chapter as necessary to determine the qualifications of all applicants.
 
   (b)   Every applicant for a telecommunications contractor's license shall file an application for the license, together with payment of the examination fee provided at Section 1321.06(d), at least thirty days prior to any scheduled examination date. The examination of applicants for telecommunications contractor's license shall be conducted at least once every three months in the second week of March, June, September and December, at such times and places as designated by the City. The examination shall consist solely of written multiple choice questions pertaining to the approved materials, methods and standards for the installation, alteration and replacement of communications wiring and other signal wiring including telephone and telegraph systems, computer systems, cable and satellite television systems; burglar alarm, security and electronic monitoring systems, and other similar systems, as set forth and contained in the applicable Articles of the National Electric Code and which have been incorporated by reference in this chapter. The examination shall be given by and graded under the supervision of the City Civil Service Administrator; a passing grade on the examination shall require a score of at least seventy-five percent (75%). Any applicant who fails to receive a passing grade may retake the examination in the following calendar quarter, subject to refiling an application and making payment of the examination fee as provided in Section 1321.06(d).
 
   (c)   The Board shall keep an accurate record of all applications for examination and of the examinations given and of the results thereof for a period of at least three years; and such records shall be open to public inspection. If the Board of Telecommunications Examiners disapproves the application for a license, the applicant may appeal to the City Licensing Appeals Board as provided for in Chapter 149 of the City Administrative Code. The decision of the City Licensing Appeals Board may be judicially reviewed by appeal to the Stark County Court of Common Pleas in accordance with Ohio R.C. Chapters 2505 and 2506.
