157.10 EQUAL EMPLOYMENT OPPORTUNITY COMPLIANCE OFFICER DUTIES.
   (a)   The Mayor shall appoint a person to be known as the Equal Employment Opportunity Compliance Officer, whose duties shall include, but not be limited to, monitoring the hiring goals contained in this chapter. The Compliance Officer shall be afforded the opportunity to be present during the administration of the written examination, physical agility tests and interviews. The Compliance Officer shall have access to Civil Service, Fire and Police Department employment records, excepting matters of confidentiality consistent with State and Federal laws and regulations.
 
   (b)   The Compliance Officer shall implement a recruitment program for the purpose of educating prospective candidates regarding the employment opportunities available in the Police and Fire Departments.
 
   (c)   The Compliance Officer shall annually prepare a report, which shall be submitted to the Mayor and Council, concerning minority recruitment, testing, hiring and other related matters. The report shall contain the steps that have been taken during the previous year to attract qualified minorities for employment to the City, the percentage of minorities who were appointed and the overall composition of each department.
