(a) In determining the availability of qualified applicants for the positions of police officers or firefighter/paramedics, the Civil Service Commission shall administer a nondiscriminatory written examination. Whoever receives a passing score on the written examination, shall have added to the grade additional credits for military service, residency, education or professional licenses as set forth in Rule IV of the Commission.
(b) All individuals receiving a passing score on the written examination shall be placed on a hiring list which shall include additional credits for the factors described in Rule IV and ranked accordingly. Blacks and females shall be identified as such on the list.
