As used in this chapter, certain terms are defined as follows:
(a) "Electrical contractor" means a person, firm, corporation or other entity engaged in the installation, alteration or repair of electric wiring, conductors, equipment and electrical devices used within buildings for the transmission of electric current for light, heat or power, or any other purpose whatever in the City, under contract, written or verbal, expressed or implied, with the owner, lessee or contractor of any building and who holds a valid and unexpired license as an electrical contractor issued pursuant to Ohio R.C. Chapter 4740.
(b) “Journeyman electrician” means any person engaged in working at or pursuing the trade of an electrician in the City, who is working in the employ of or under the direction and supervision of an electrical contractor and who is licensed pursuant to this chapter.
(c) “Electrical Inspector” means the Electrical Inspector and all Assistant Electrical Inspectors who have valid state certification. The singular shall include the plural in all references to Electrical Inspector in this chapter.
(d) “Electrical apprentice” means a person who is the holder of, or who is required to hold an electrical apprentice registration pursuant to this chapter. An electrical apprentice shall be indentured in a bona fide program of training recognized by the Federal and State Bureaus of Apprenticeship and Training and be directly employed or engaged by an electrical contractor registered by the City and be engaged in learning the trade of electrical work by working under the direct supervision and control of an electrical contractor registered under this chapter or a journeyman electrician licensed under this chapter. A person who provides services to an electrical contractor under this chapter pursuant to a “leased employee” agreement or arrangement between an electrical contractor and any other person, firm, corporation or other entity, or pursuant to any other contractual arrangement or agreement whereby such person functions as an independent contractor, shall not be exempt from complying with the requirements of this chapter regarding electrical apprentices. For purposes of this section, the phrase “under the direct supervision of” shall mean a ratio of one electrical contractor or one journeyman electrician to each apprentice with each being engaged in work covered by this chapter.
(e) As used in this chapter, the terms “employed by”, “employ”, “in the employ of”, “directly employed” or “directly employed by” mean that the person to whom these terms apply is on the payroll of, and under the direct supervision and direction of, a person, firm, corporation or other entity that engages in the installation, repair, alteration or addition to any electrical work within the City or that is required to obtain a license or registration under this chapter.
