1311.08 AUTHORIZED BUILDING MAINTENANCE REPAIRS AND PERMITS.
   (a)   Home improvement contractors licensed pursuant to this chapter shall be authorized to perform all home improvements as defined in this chapter. Home improvements contractors licensed pursuant to this chapter shall not perform any of the work described in this subsection in buildings or structures classified as Use Group R-1 under the Ohio Building Code or in any buildings or structures in which there are more than fifteen dwelling units.
 
   (b)   Application for permits shall be made in writing on forms prescribed by the City. Any contractor who fails to obtain permits required by this chapter prior to the beginning of work, except in those cases where emergency repairs are necessary, shall be required to obtain and pay for the permits which were originally required and in addition thereto shall pay a penalty double the amount of the original permit fees. No other home improvement contractor may use the same permit.
 
   (c)   Substitution. The Chief Building Official may issue a second permit for home improvements (rough or finish) upon receipt from the property owner, his authorized representative or a project general contractor, of a written, signed statement advising the City that the original permit holder has been removed from the job and further identifying the licensed home improvement contractor who has been retained to complete the home improvements. Issuance of a second permit shall be subject to all of the requirements of this chapter, to include payment of permit fees, and shall be further subject to the requirement that the second permit holder be responsible for the completion of the home improvements, to include any work initiated by the first permit holder, in accordance with the requirements of this chapter.
 
   (d)   A home improvement permit shall be valid for a period of twelve months from the date of issuance.
 
   (e)   Revocation. Any home improvement permit found by the Chief Building Official or his designee to have been obtained by misrepresentation of facts or subterfuge shall be subject to revocation by the Chief Building Official or his designee.
