1311.07 LICENSING EXCEPTIONS.
   No home improvement contractor's license shall be required of any of the following persons:
   (a)   An owner or bona fide employee and occupant of a single-family dwelling who personally, or with casual assistance, performs work upon such premises provided the owner purchases all materials and performs all the labor.
   (b)   A property owner or bona fide employee of a property owner performing any authorized work.
   (c)   A plumbing, HVAC or electrical contractor, architect, professional engineer, or any other such person who is required by State or local law to attain standards of competency or experience as a prerequisite to engaging in such craft or profession, and who is acting exclusively within the scope of the craft or profession for which he is currently licensed pursuant to such law.
   (d)   An employee of a licensed home improvement contractor.
