(a) The Mayor shall provide for the organization and maintenance of the Canton Construction Board to include three advisory divisions which shall be known as the Electrical, Plumbing and HVAC Sections. The Board shall consist of the following nine members appointed by the Mayor and approved by Council in the manner herein described.
(1) The Chief Building Official or his designee who shall serve on all three aforementioned Sections.
(2) One Councilmember designated by the President of Council who shall serve on all three aforementioned Sections.
(3) One member shall be appointed by the Mayor from the public at-large, who is knowledgeable and conversant in the construction industry, and shall serve on all three aforementioned Sections.
(4) One member shall be appointed by the Mayor who is an electrical contractor licensed to work in the City to serve on the Electrical Section of the Board. One member shall be appointed by the Mayor who is a journeyman electrician licensed to work in the City to serve on the Electrical Section of the Board.
(5) One member shall be appointed by the Mayor who is a plumbing contractor licensed to work in the City to serve on the Plumbing Section of the Board. One member shall be appointed by the Mayor who is a journeyman plumber licensed to work in the City to serve on the Plumbing Section of the Board.
(6) Two members shall be appointed by the Mayor who are HVAC contractors licensed to work in the City to serve on the HVAC Section of the Board.
(b) The appointive members shall be appointed for terms of three years. Of the seven members first appointed, two shall be appointed for a term of one year, three for terms of two years and two for terms of three years. Thereafter, terms of office are for three years, each term ending on the same day of the same month of the year as did the term it succeeds. Members may be reappointed.
(c) In the event of a vacancy on the Board, the Mayor shall, within thirty days, appoint a new member who shall have the same qualifications as the member whom he replaces and who shall serve the balance of the unexpired term of such member.
(d) The members shall serve on the Board without compensation and until successors have been appointed to succeed them. No member shall act on any matter in which he has a financial interest.
(e) The Mayor may remove any member he has appointed to a Section or the Board for malfeasance, misfeasance or nonfeasance.
