(a) The construction, erection or alteration of a building, or any addition thereto, or the equipment and maintenance thereof, shall not commence until proper permits are first obtained from the Chief Building Official or his designee as provided by the City Building Code.
(b) When required by the Ohio Building Code and Residential Code of Ohio, plans shall be prepared in conformity with the Ohio Administrative Code and submitted to the Chief Building Official for approval prior to the issuance of appropriate permits for any of the following:
(1) Before a building or addition to a building is constructed or erected.
(2) Before a building is altered or relocated or building equipment is installed therein.
(3) Before a change in use.
(c) All permits issued pursuant to this chapter shall expire twelve months from the date of issuance.
