(a) The Systems Planning Board shall serve as an advisory board to the Department of Management Information Systems. The Board shall provide recommendations concerning the planning, acquisition, prioritization of user needs, allocation of financial resources, choices concerning new and future technologies, replacement scheduling of existing systems, personnel training and utilization issues and other issues concerning computer-based information systems required by various departments within the City of Canton. The Board shall, in conjunction with the Department of Management Information Systems, establish short-term and long-term planning objectives for the City of Canton's information systems requirements.

(b) The Systems Planning Board shall have the authority to approve any computer related purchase over $15,000.00 prior to Councilmanic approval to ensure compatibility with existing systems, coordinate technology throughout the City and City-affiliated departments and verify the best solution at the lowest cost. Board approval is to be evidenced by a form prescribed by the Board. (Ord. 166-2004. Passed 9-13-04.)
(c) The Systems Planning Board shall have the authority to create, maintain and recommend the enforcement of a city-wide Information Technology Purchasing Policy covering computer hardware, software, services and other computer-related purchases or leases to ensure compatibility with the computer systems maintained by the City.

(d) The Systems Planning Board shall have the authority to create, maintain and recommend the enforcement of a City-wide Electronic Data Security Policy to ensure the security and integrity of all data, the confidentiality of sensitive data and the prevention/elimination of viruses from City networks.
