(a) The License Appeals Board shall hear appeals from any license holder or applicant for a license dissatisfied with any ruling or decision of any Municipal officer, board or commission concerning licensing. The License Appeals Board shall have the authority to affirm, reverse or modify any ruling or decision on the licensing matter being appealed. The written determination of the License Appeals Board shall be final in all such cases.
(b) A majority of the members of the Board shall constitute a quorum and a majority of the members of the Board shall be required to adopt any action of the Board.
