There is hereby created a Utility Accounts Review Board which shall consist of the following three members: the Director of Law, Director of Public Service and Water Department Superintendent, or their designees. The members of the Board shall serve without compensation. The Director of Public Service shall serve as Secretary of the Board and keep all records. Within thirty days of passage of this section, the Board shall hold an organizational meeting to select the Chairman of the Board.
