(a) There is hereby established a Housing Advisory Board pursuant to Ohio R.C. 176.01, which shall consist of a minimum of eleven (11) individuals and a maximum of twenty- one (21) individuals with at least one individual representing each of the following groups located within the City:
(1) Institutions that lend money for housing;
(2) Nonprofit builders and developers of housing;
(3) For-profit builders and developers of housing;
(4) For-profit builders and developers of rental housing;
(5) Real estate brokers licensed under Chapter 4735 of the Ohio Revised Code;
(6) Other individuals with professional knowledge regarding local housing needs and fair housing issues within the City;
(7) Residents of areas of the City served by the Board that could receive housing assistance from the City;
(8) An employee or designee of the Stark Metropolitan Housing Board;
(9) A member of Canton City Council;
(10) The Mayor of the City or his/her designee; and
(11) Such other groups or individuals that may be necessary to provide balanced advice on housing plans and programs.
(b) The members of the Board shall serve without compensation for two-year terms and shall be appointed by the Mayor subject to approval of Council. A simple majority of the initial Board members shall serve for a one-year term. No member shall act on any matter in which he has a financial interest.
(c) In the event of a vacancy on the Board, the Mayor shall, subject to approval of Council, appoint a new member who shall have the same qualifications as the member whom he replaces and who shall serve the balance of the unexpired term of such member. The Mayor may remove a member for cause subject to the approval of Council. No member may serve more than two consecutive terms.
(d) Pursuant to Ohio R.C. 176.01 and with the consent of Council, the Mayor may designate an existing board of the City to serve as the municipal corporation Housing Advisory Board in lieu of appointing members to a City Housing Advisory Board. If it is necessary to achieve the representation balance described above, the Mayor may appoint additional members to serve with or in an advisory capacity to the existing board when it meets as a City Housing Advisory Board pursuant to any necessary amendments to existing policies, procedures, bylaws or ordinances and the above requirements.
(e) After having been duly constituted as a Board, the Board shall hold an organizational meeting and shall choose a chairperson, vice chairperson and secretary from the membership of the Board by a majority vote of the members. Such officers shall serve for a term of one year and new officers shall be elected annually at the first regular meeting after the anniversary date of the first organizational meeting.
(f) The Board shall hold regular quarterly meetings, and in addition, shall hold special meetings upon call by the chairperson, the Mayor or any two members, by giving at least twenty- four hours written notice to each member served personally or left at his usual place of residence.
